Open letter to Amicus Curiae




Respected Amicus Curiae,

I hereby submit a few issues regarding post flood scenario of Kerala for your kind considerations.

 

1. Kerala state government has recorded that there are 10500 collapsed and 17000 seriously damaged houses due to the rain disasters. The relief camps are disposing one by one. Around 75000 people are continuing in different camps whose permanent shelters have to be rebuilt. These temporary camps are not safe and suitable to a family life for long .Government has enough information on the vacant flats and houses in almost all the major and medium towns in the state. There are also resorts, guest houses and rest houses which are vacant and unoccupied. So it will be better to take over such empty spaces for the flood victims according to the conveniences of the affected people. So I hereby request the respected Amicus quire to give a direction to take over the above empty spaces for a safe and clean living space  for the flood victims till the houses are reestablished.

 

2. As the experts say the post disaster management season is the time of maximum corruption. Kerala is undergoing a major reconstruction and other planning. So there are enough chances for many malpractices.  I hereby request Amicus Curiae to give a direction to form an Ombudsman in order to avoid all sorts of corruption chances and make the re construction and other activities more transparent.

 

3.     From the Chief Minister of Kerala it was heard that ministers of the state is flying to different countries as part of fund collection. From the day of flood not only NRK but also people from different countries are sending different types of aid to the state.  As an emergency situation is running in Kerala, it is hardly advisable for the foreign trips of our state ministers which can affect the coordination of the restructuring process as well as can make a burden to the state finance also.
