പൊട്ടിത്തെറിക്കുന്ന കേരളവും കേഴ്‌വി നഷ്ടപ്പെട്ട സര്‍ക്കാരും
കേരളത്തിലെ ഏറ്റവും വലിയ നിയമ ലംഘന സംവിധാനമായി ഖനന രംഗം മാറിയിട്ട് കാൽ നൂറ്റാണ്ടായി.അതിനെ ശരിവെക്കുവാൻ പതിമൂന്നാം നിയമസഭയുടെ പാറ ഖനനവുമായി ബന്ധപ്പെട്ട പരിസ്ഥിതി സമിതി തയ്യാറായിട്ട് 8 വർഷങ്ങൾ കഴിഞ്ഞു.
സംസ്ഥനത്തുണ്ടാക്കുന്ന അസ്വാഭാവിക വിഷയങ്ങളിൽ സ്ഫോടനങ്ങളിലൂടെയുള്ള മരണങ്ങൾ മുതൽ അഴിമിതിയും മറ്റു നിയമ ലംഘനങ്ങളും സമാന്തര സാമ്പത്തിക ഇടപാടുകളും സജ്ജീവമാണ്.കഴിഞ്ഞ ദിവസം തൃശൂരിനടുത്തുണ്ടായ സ്ഫോടനവും മരണവും കലഞ്ഞൂർ പഞ്ചായത്തിൻ്റെ കിഴക്കൻ കാടുകളിൽ(പത്തനംതിട്ട ജില്ല) നിന്ന് നിയമപാലകർ കണ്ടെത്തിയ സ്ഫോടന വസ്തുക്കളും ഒറ്റപ്പെട്ട വിഷയമല്ല.
റോഡുകളെ നിറച്ചു കൊണ്ട് കടന്നു പോകുന്ന വലിയ ട്രക്കുകൾ, അനുവദിക്കപ്പെട്ടതിൻ്റെ ഇരട്ടിയിലധികം ഭാരം കൊണ്ടു പോകുമ്പോൾ, മോട്ടോർ വാഹന വകുപ്പും പൊലീസും കണ്ടില്ല എന്നു നടിക്കുന്നു. ഖനനത്തിന് അനുമതി നൽകുന്ന 5 വകുപ്പു കളെ നോക്കുകുത്തിയാക്കി, പഞ്ചായത്തുകളെ നിശബ്ദമാക്കി, പ്രകൃതിയെ കൊള്ളയടിക്കുകയാണ്. സംസ്ഥാനത്തെ നിർമ്മാണ രംഗത്ത് 45000 കോടി മുതൽ ഒരു ലക്ഷം കോടി വരെ വിലയുള്ള പാറ ഉൽപ്പന്നങ്ങൾ കൈമാറുമ്പോൾ പൊതു ഖജനാവിന് ലഭിച്ചത് 71കോടി (2020ൽ)മാത്രവും. മൂക്കുന്നി മലയിൽ നിന്നു മാത്രം (തിരുവനന്തപുരം) കടത്തിയത് 2000 മുതൽ 3000 കോടിയുടെ പാറ ഉൽപ്പന്നങ്ങളാണ്. അവിടെ ഉണ്ടാക്കിയ നികുതി വെട്ടിപ്പ് 300 കോടി രൂപയുടെത് എന്ന് വിജിലൻസ് കണ്ടെത്തിയതായി വാർത്തകൾ ഉണ്ടായിരുന്നു.
മഴക്കാലത്ത് ഉരുൾപൊട്ടലും മണ്ണിടിച്ചിലും ശക്തമായി മാറിയ സാഹചര്യങ്ങളെ പറ്റി വ്യക്തമാക്കുന്നതാണ്, കേരള വന ഗവേഷണ കേന്ദ്രത്തിൻ്റെയും മറ്റും പഠനങ്ങൾ. പശ്ചിമഘട്ടത്തിൽ 13000 ഇടങ്ങളിൽ ഉരുൾപൊട്ടൽ ഭീഷണിയും 14000 ഇടങ്ങളിൽ മണ്ണിടിച്ചിൽ സാധ്യതയും ശക്തമാണ്. പ്രകൃതി ദുരന്തം ശക്തമായിരിക്കെ 2018 മുതൽ 2020 വരെ 1000 നടുത്തു മരണങ്ങൾ. 50000 കോടിയുടെ സാമ്പത്തിക നഷ്ട്ടം. പൊതുമരാമത്തു വകുപ്പും മറ്റും ബാധ്യതകൾ ഏറ്റെടുക്കേണ്ടി വരുന്നു. പ്രതിവർഷം 10 ലക്ഷം മുതൽ 50 ലക്ഷം വരെ ആളുകൾ പ്രളയ ഭീതിയിലാണ്. എന്നാൽ നിയമ ലംഘനങ്ങൾ കൊണ്ട് കുപ്രസിദ്ധി നേടിയ ഖനന മുതലാളിമാർക്കൊപ്പം എന്നും എപ്പോഴും കേരള സർക്കാർ എന്ന രീതിയിൽ പ്രവർത്തിക്കുന്നു.
ഖനനത്തിനു ശേഷം ഉപേക്ഷിക്കപ്പെട്ട വൻ ഗർത്തങ്ങൾ സംസ്ഥാനത്തെ മലനാടുകളിലും ഇടനാടുകളിലും നിരവധിയാണ്. അത്തരം 8000 മുതൽ 10000 കുഴികൾ അപകട ഭീഷണിയായി നാട്ടിലുണ്ട്. അതിൻ്റെ സംരക്ഷിതത്തെ പറ്റിയും ഭാവിയിൽ കൈകാര്യം ചെയ്യേണ്ട രീതിയെ പറ്റിയും കേരള സർക്കാർ നിയമിച്ച ത്രിവിക്രമൻജി കമ്മീഷൻ നിരവധി നിർദ്ദേശങ്ങൾ നൽകിയിട്ട് 10 വർഷങ്ങൾ കഴിഞ്ഞു.
മഴക്കാലത്ത് വിവിധ ദുരന്തങ്ങൾക്കു കാരണമാകാവുന്ന (ഖനനത്താൽ ഉണ്ടായ) വൻകിട കുഴികൾ കൂടുതലായുള്ള പത്തനംതിട്ടയിലെ കലഞ്ഞൂർ പഞ്ചായത്തിലെ വിഷയം മെയ് 15ന് പത്തനംതിട്ട ജില്ലാ കളക്ടറുടെ ശ്രദ്ധയിൽ കൊണ്ടു വന്നു. വിഷയത്തിൽ പ്രതികരിക്കുവാൻ തയ്യാറല്ലാത്ത ഇത്തരം ഉദ്യോഗസ്ഥന്മാരുടെ നിരുത്തര വാദിത്തത്തെ ഒറ്റപ്പെട്ട സംഭമായി കരുതരുത്.
കളക്ടറുടെ സിസ്സംഗതയെ ശരിവെക്കുന്നതാണ് റവന്യു വകുപ്പ്, മുഖ്യമന്ത്രി, ഗവർണർ, സ്പീക്കർ എന്നിവർക്ക് പരാതി അയച്ചപ്പോൾ ഉണ്ടായ അനുഭവവും.
മുഖ്യമന്ത്രി, ഗവർണർ, പത്തനംതിട്ട ജില്ലാ കളക്ടർ എന്നിവർക്കയച്ച പരാതികളുടെ പകർപ്പ് താഴെ കൊടുക്കുന്നു.

ഖനനത്തിന് ശേഷം ഉപേക്ഷിച്ച ഗർത്തങ്ങൾ വലിയ ദുരന്തങ്ങൾക്ക് ഇടയുണ്ടാക്കുമെന്ന് അറിയാവുന്ന മുഖ്യമന്ത്രിയുടെ ശ്രദ്ധയിലെക്കായി .
പത്തനംതിട്ട ജില്ലാ കളക്ടർക്ക് മേയ് 15 ന് കൊടുത്ത (online)പരാതിയാണ് ചുവടെ ചേർക്കുന്നത്.അതിൻ്റെ video യും ഒപ്പം.ഗർത്തങ്ങൾ പരിശോധിച്ച് അതിൻ്റെ സുരക്ഷിതത്വം ഉറപ്പാക്കൽ, മൂടി എടുക്കൽ എന്നിവ നടപ്പിലാക്കേണ്ട കളക്ടർക്ക് എഴുതിയ കത്തിന് മറുപടി അയക്കാൻ പോലു തയ്യാറായിട്ടല്ല.
ഗർത്തങ്ങൾ (5വർഷം കഴിഞ്ഞവ)സർക്കാർ സുരക്ഷിതമാക്കണമെന്ന് കോടതി വിധി(Supreme Court )പറയുന്നു.Water Bomb കളായി മാറാവുന്ന ഇത്തരം 8000 കുഴികൾ ഉള്ളതായും അത് സുരക്ഷിതമാക്കുന്നതിനെ പറ്റി ത്രിവിക്രമൻ ജി കമ്മീഷൻ (Kerala state) നിർദ്ദേശം നൽകിയിട്ട് 10 വർഷമായി.

As the Kerala Minor Mineral Rules specify to refill the deep gaps formed by blasting and Quarring,No such pools are filled. Now these are carring huge Quantites of water,nobody Knows Its Saftey. So please Do necessary actions to avoid Man made tragedies.Here the rules and offices are usually blind to Quarry owners & their deals.

This is a request for your kind attention on the discarded Quarry Pits in the hilly village Kalanjoor (Panchayath), Pathanamthitta District.The wide and deep pits, formed by Blasting Rocks carry abundance of water , are existing in the sloppy areas and many hamlets are down to it.
The pits are formed by uncontrolled blasting & nobody knows how its stability is. The heavy rain & different types of SOIL PIPING can destabilise its walls and can be water bombട to the Villagers.
Kerala has 8000 to10000 such Quarry made huge pits which shall be refilIed by the Quarry owners.But they are hardly doing it. If it is so, it is the duty of District Collectors to maintain.
The above matter was brought to the attention of the District Collector of Pathanamthitta on 15th May 2021 with the report published in Green Reporter, (an ecological Social media).Collector had not only given any reply but any action too.
The same request had forwarded to The Revenue minister & The Chief Minister also. No reply have been got yet.
2021 South west Mansoon is going to shower Kerala. 2018, 2019 & 202O were not good to us. There are number of illegal activites going on in the Quarry field which was reported repeatedly by the Enviornment committee formed by the Kerala Assembly .
So please note down this Life threatening issues of many villages in the state and give proper direction to the concerned departments for immediate action.
